What is the Ontario Immigrant Nominee Program?

The Provincial Nominee Program (PNP) allows Canadian provincial and territorial governments to nominate individuals who wish to immigrate to Canada and are interested in settling in a particular province. In Ontario, this program is referred to as the Ontario Immigrant Nominee Program (OINP). The OINP issues Notifications of Interest (NOIs) to candidates in the Express Entry pool who qualify for one of Ontario’s Express Entry streams.

Express Entry

Express Entry is a program used by Immigration Canada to manage applications for permanent residence for a number of different programs, including the Federal Skilled Worker Program, the Federal Skilled Trades Program, and the Canadian Experience Class.

Express Entry can also be used for those applicants who were recruited through the PNP to meet local demand for workers. In order to qualify for Ontario Express Entry, candidates must qualify for either the Federal Skilled Worker Program or the Canadian Experience Class.

Ontario Express Entry Streams

There are three streams under the OINP, which include the Human Capital Priorities Stream (HCP), the French Speaking Skilled Worker Stream (FSSW), and the Skilled Trades Stream (ST). These streams are designed to attract individuals with the required language abilities, work experience, and education to fill available jobs in the Ontario labour market. Listed below are some of the requirements for each stream.

Human Capital Priorities

  1. Work Experience: A minimum of either:

  2. Education: Equivalent of a Canadian Bachelor’s degree or above

  3. Language: A minimum of Canadian Language Benchmark (CLB) 7 in English or in French

  4. Settlement Funds: A minimum level of savings or income to support you and your family members

  5. Intent: An intention to live in Ontario

  6. Legal Status in Canada (if applicable): Must have legal status in Canada (i.e. study permit, work permit, visitor record) if currently residing in Canada.

  7. Comprehensive Ranking System (CRS) Score: A minimum of 400 CRS points.

French Speaking Skilled Worker Stream

  1. Work Experience: A minimum of either:

  2. Education: Equivalent of a Canadian Bachelor’s degree or above.

  3. Language: A minimum of Canadian Language Benchmark (CLB):

    • level 7 in French

    • level 6 in English

  4. Settlement Funds: A minimum level of savings or income to support you and your family members

  5. Intent: An intention to reside in Ontario.

  6. Legal Status in Canada (if applicable): Must have legal status in Canada (i.e., study permit, work permit, visitor record) if currently residing in Canada.

Skilled Trades Stream

  1. Work Experience: A minimum of one year of full-time (or the equivalent in part-time) work experience in Ontario within two years from the date of your NOI from Ontario. Work experience must be in a skilled trade occupation listed in Minor Group 633 or Major Group 72, 73, or 82 of the National Occupational Classification (NOC) system.

  2. Trade Certification (if required): A trade license or certification from the Ontario College of Trades if working/have worked in an occupation in Ontario that requires a license or certification.

  3. Current Residence in Ontario: Currently residing in Ontario on a valid work permit.

  4. Language: A minimum of Canadian Language Benchmark (CLB) 5 in English or in French.

  5. Settlement Funds: A minimum level of savings or income to support you and your family members.

  6. Intent: An intention to live in Ontario.

Notification of Interest (NOI)

In order to be eligible to apply for an Ontario Express Entry stream, you must receive a Notification of Interest (NOI). If you receive a NOI, you have 45 days to submit an application to the OINP. Should you receive a nomination from Ontario, you will have 30 days to accept the nomination. Following your acceptance, you will then receive an Invitation to Apply (ITA) for permanent residence from Immigration, Refugees and Citizenship Canada (IRCC).

How many NOIs were extended recently?

In 2018, the OINP has issued 2587 invitations to the Human Capital Priorities Stream, 420 invitations to the French Speaking Skilled Worker Stream, and 652 invitations to the Skilled Trades Stream.

In the month of May, 107 NOIs were issued for the Skilled Trades stream and 36 NOIs were issued for the French Speaking Skilled Worker Stream.
