The Provincial Nominee Program (PNP) allows Canadian provincial and territorial governments to nominate individuals who wish to immigrate to Canada and are interested in settling in a particular province.

How It Works

This program settles individuals according to the needs of the province/territory in addition to the needs of the applicant. The government focuses on selecting nominees who are able to settle into life and work in the region in a manner that will positively contribute to the community. The aim of the Ontario Immigrant Nominee Program (OINP) is to meet provincial labour market and economic development priorities.

Ontario Immigrant Nominee Program (OINP)

The OINP is operated by Immigration, Refugees, and Citizenship Canada (IRCC). Candidates can qualify for the OINP under one of three categories: Business, Employer Job Offer, and Human Capital.

Business Category

  • Corporate Stream: Helps and supports established international corporations looking to expand into Ontario or buy an existing business. Once the business has been successfully established, a maximum of five key staff can become eligible for nomination for permanent resident status.
  • Entrepreneur Stream: Helps individuals from foreign countries implement a new business idea or buy an existing business in Ontario. Entrepreneurs can be nominated for permanent resident status once their business has been successfully established in Ontario.

Employer Job Offer Category

  • Foreign Worker System: For applicants who have received a full-time job offer from an Ontario employer.
  • International Student Stream: For international students who have received a full-time job offer from an Ontario employer.
  • In-Demand Skills Stream: For in-demand foreign workers with a job in specific occupations in the agricultural and construction sectors who have received a permanent, full-time job offer from an Ontario employer.

 Human Capital Category

  • Masters Graduate Stream: For international students with a Master’s degree obtained in Ontario. Applicants can apply without a job offer.
  • PhD Graduate Stream: For international students with a PhD degree obtained in Canada. Applicants can apply without a job offer.
  • Ontario’s Express Entry French-Speaking Skilled Worker Stream: For French-speaking skilled workers who have strong English language abilities and who want to live and work permanently in Ontario. Candidates must qualify for Express Entry through either the Federal Skilled Worker Program or the Canadian Experience Class.
  • Ontario’s Express Entry Human Capital Priorities Stream: For skilled workers who qualify for those want to live and work permanently in Ontario. This stream is for those who qualify for the Express Entry program and who have the required education, skilled work experience, and language ability.
  • Ontario’s Express Entry Skilled Trades Stream: For skilled workers with experience in an eligible skilled trade who want to live and work permanently in Ontario. This stream is for those who qualify for the Express Entry program and who have the skilled work experience, skilled trades’ certification (if needed), and language ability.

Ontario Immigrant Nominee Program (OINP) Updates

  • April 16th 2018: the OINP extended 13 Invitations to Apply (ITA) for applicants in the Entrepreneur stream. The minimum score was 132.
  • April 5th 2018: the OINP has temporarily paused intake of Masters Graduate Stream. This category is currently at capacity and no more registrations will be accepted at this point in time.
